An official said that the building struck was used by Revolutionary Guard officials, adding that the Israeli missiles destroyed the whole building and that 10 people were either killed or wounded in the attack.
Members of the Iran-backed group were reportedly holding a meeting when the airstrike hit.
Confirming the death toll, the Iranian Revolutionary Guards Corps has accused Israel of assassinating its members.
Israel has not taken responsibility for the attack.
Pictures from the attack site show a collapsed building, with dozens searching through the rubble.
There were also “plumes of smoke” seen across different sites in the city, the Syrian Observatory for Human Rights said.
Security forces have now been deployed around the area – and a search for people trapped under the rubble is underway.
It comes after Israel reportedly killed senior Iranian general Sayyed Razi Mousavi on Christmas Day in Syria.
