The victims so far are eight adults and one child, Nuevo Leon state governor Samuel Garcia said.
Video of the accident showed the structure suddenly falling forward into the crowd, sending the politicians on stage running for cover and panicked attendees scattering.
Governor Garcia warned residents to stay indoors amid strong thunderstorms in the area.
Jorge Alvarez Maynez, the presidential candidate for the centrist Citizens’ Movement party, was staging a rally in the city of San Pedro Garza Garcia.
“I’ve never experienced something so sudden,” said Maynez, who was injured in the incident along with members of his election team.
He added that he would remain at the scene until the last injured person was taken to hospital.
Members of Mexico’s national guard and army were on the scene to provide support.
Mexican President Andrés Manuel López Obrador said he was sending “a hug to family members, friends of the victims and political supporters”.
On June 2, Mexicans will vote for a new president as well as members of Congress, several state governors and local officials.
In total, more than 20,000 positions are being contested
